Ryan Strategic Advisory Issues 2021 Offshore BPO Confidence Index, Colombia Edges Out India, Bulgaria, South Africa
For the first time, Colombia has finished first globally in the annual Offshore BPO Confidence Index, put out each year by BPO Consulting Firm Ryan Strategic Advisory, this year done in conjunction with editorial firm Cognitive Copy.
The report assesses the extent to which outsourcing operators in 12 offshore and nearshore locations view the national operating environment from which they deliver services to end-users in key sourcing markets. The countries studied in this report include Bulgaria, Colombia, Egypt, El Salvador, Honduras, India, Jamaica, Mexico, Nicaragua, the Philippines, Poland and South Africa.
Outsourcing expert and Ryan Strategic Advisory principal Peter Ryan told Finance Colombia: “Colombia managed to score the top spot in the 2021 BPO Offshore Confidence Index, a position that was well-earned. Over the past two decades, cohesive efforts between the government and industry have led to one of the most stable operating environments anywhere in the world for CX. The results validate Colombia’s strong standing as an outsourcing delivery point and justify the ongoing investment from providers near and afar into this South American nearshore powerhouse.”
Each location was assessed by across 11 different aspects that impact the delivery of third-party services, including political stability, economic stability, human resource availability, government support for the BPO sector, infrastructure quality, commercial real estate, public safety, public sector transparency, BPO sector cohesiveness, language / education quality and scalability.
Colombia obtained a rating of 90.9%, gaining first place in the index, followed by India, Bulgaria, South Africa, and El Salvador. The country’s highest-rated categories are government support and BPO industry cohesion. Additionally, aspects such as the country’s telecommunications infrastructure, talent availability, and economic stability received outstanding ratings.

The report specifically highlighted the confidence industry executives have in their trade association, bPro, run by industry advocate Ana Karina Quessep. Outsourcing in Colombia generates revenues of 1.7 billion Colombian pesos, or over $400 million USD.
